  1. A tax incremental financed, aka TIF, build mall, labelled as a town center. Basic mall construction with faux town center look. Has standard archor stores, but core of mall upscale, over priced shopping, eating. Streets, parks, parking deck are publicity owned, being paid for over the next 30 years via of taxes generated there and a 0.05% shopper’s fee on purchases to pay off 93 million in bonds issued on the city’s behalf. Mall buildings on the privately owned pieces of land, there is 18 subdivisions, was funded via of privately issued bonds.

    Street parking is metered, some unknow percent goes to charity, and unknown overhead percentage is taken by the mall. 100% of the parking fine goes to charity. Feeding the parking meters are not an option, second time of skipping them will get you a fine. There is misinformation on this, you will get a warning if you skip the paying the meter.

    The anchors stores are placed as far a part as is possible, given the narrorred, hard to maneuver parking meter streets, parking is best done in the surround mall lots, making visiting the anchor stores unpleasant in all but good weather.
